A forum for discussion and discernment in which priests and laypeople work together to understand the life of the community and jointly guide the parish’s pastoral journey.
What is it?
A body serving the community
The Parish Pastoral Council is a body for ecclesial participation which supports the parish priest in reflecting on the pastoral life of the parish. It brings together people who, with different perspectives and experiences, share the responsibility of listening to the community, identifying priorities and proposing concrete courses of action.
It is neither a mere organisational group nor an administrative body: its task is, above all, pastoral. It helps the parish to reflect on how to proclaim the Gospel, celebrate the faith, educate, welcome and serve within the local area.
The approach
Listening, discerning, proposing
The Council’s work stems from listening to the Word of God, to the community and to the concrete reality of the neighbourhood. Through dialogue, guidelines and proposals emerge that help the parish priest and the entire parish to make shared pastoral decisions.

Identifying pastoral priorities
Helps to recognise which aspects require greater attention and which approaches can foster the spiritual, educational and communal growth of the parish.
Contributing to pastoral decisions
It offers the parish priest suggestions and guidance for planning activities, formation programmes, celebrations and initiatives aimed at the community.
Reflecting on the progress made
Periodically assess what has been achieved, recognising what has borne fruit and what could be improved or rethought.
Bringing together the various parish groups
It fosters dialogue between groups, associations, catechists, volunteers and other services, so that the various experiences do not proceed in isolation but as part of a single communal journey.
Looking beyond the parish’s boundaries
It remains attentive to families, young people, the elderly, the vulnerable and all those living in the neighbourhood, even when they do not regularly participate in church life.
How it works
A shared journey
The Council meets regularly under the guidance of the parish priest. Each meeting is an opportunity for discussion, listening and shared responsibility. Pastoral decisions do not arise simply from the sum of opinions, but from a shared search for what may be most beneficial to the good of the community.
- We begin by listening to the specific situations and needs of the parish;
- observations, experiences and proposals are shared;
- realistic priorities and pastoral objectives are identified;
- the progress made is reviewed over time and any necessary adjustments are made.
The composition
The various voices of the community
The Council includes the parish priest and representatives of the various groups within the parish community. The presence of people of different ages, with different experiences and perspectives enables a broader view of parish life.
Each member is called to participate not to represent personal interests, but to contribute to the common good of the community, in a spirit of service, openness to dialogue and attention to ecclesial communion.
The relationship with the C.A.E.P.
Different roles, a single mission
The Parish Pastoral Council is primarily concerned with pastoral guidelines and decisions. The Parish Finance Committee, on the other hand, supports the parish priest in the responsible management of financial resources and assets. The two bodies have different areas of responsibility, but they work together to ensure that pastoral decisions are also underpinned by careful and transparent management of resources.

The Parish Pastoral Council expresses the desire for a Church in which everyone can make their own contribution. Its value lies not only in its meetings, but in its ability to maintain an open dialogue between priests, groups and the faithful and to help the whole parish move in the same direction.
